Background

The Egypt’s Competitiveness project is a $31.7 million project funded by the United States
Agency for International Development (USAID) to assist the Government of Egypt (GOE) in
realizing ambitious reforms to support private sector-led economic growth. ECP will achieve this
result through pushing GOE’s reforms, making the improved business environment more
accessible to smaller businesses and those outside Cairo and Alexandria.  ECP will complement
and expand upon the Technical Assistance for Policy Reform 2 (TAPR2) and Egypt Financial
Services Project (EFSP) by improving Egypt’s human resource development and the integration
of business and government to support increased competitiveness, entrepreneurship, and job
creation. The project was awarded on August 30, 2010 and is scheduled to operate for three years
plus an option year.

Task C: Labor Skills and Productivity

The Labor Skills and Productivity task seeks to improve the human capital of the Egyptian
labor force by improving skills to market, supporting entrepreneurship in Egypt, and
supporting the Cairo International University Public-Private Partnership (CIU PPP).  The task
will improve skills to market by linking vocational training to private sector needs, supporting
and upgrading vocational training centers and partner training institutions.  It will support
entrepreneurship in Egypt by assessing gaps in entrepreneurship development, creating
linkages between schools, science and technology institutes, and business associations, and by
developing entrepreneurial skills through training programs and linkages with the business
world.  Lastly, Task C will provide support to the CIU PPP by assisting in the design of a PPP
financing model that creates private sector linkages and by augmenting the technical capacity
of the management unit responsible for the implementation of CIU.

Job summary

The Labor Skills and Productivity Senior Vocational Training Advisor and Team Leader will
oversee the efforts of C1 sub-task experts and short-term specialists under the C1 sub-tasks of
improved skills to market.  Under sub-task C.1: Improved Skills to Market, the Senior
Vocational Training Advisor and Team Leader, will manage the sub-task employees in seeking to improve vocational training and create linkages to the private sector.  S/he will oversee efforts
to identify target sectors, private sector partners, in addition to developing a training strategy in
collaboration with key stakeholders. S/he will provide strategic guidance on program
sustainability and cooperation with other donors, the private sector, international organizations
and others as joint activities will constitute an important part of this activity.

Principal Duties and Responsibilities (Essential Functions)

  • Lead and manage C1 team
  • Provide technical orientation and guidance to all C1 staff and counterparts
  • Define best mechanisms to provide technical assistance to the GOE during program 
  • implementation 
  • Work closely with officials from the Ministry of Manpower, Ministry of Investment,  
  • Ministry of Education, Ministry of Higher Education, Ministry of Trade and Industry  and 
  • other GOE bodies to design and implement Sub-component objectives 
  • Provide technical input and guidance for the award of grants and design and implementation 
  • of trainings.
  • Work with the grantees throughout the grants process to ensure high-quality proposals that 
  • are in line with the expectations of ECP.
  • Develop and design C1 sub-component plans and budgets.  
  • Lead  and ensure the quality of the implementation of INDEFINITE QUANTITY 
  • SUBCONTRACT (ECP/IQS)  and issuing ECP/IQS task orders.
  • Support and enhance ECP selected pilot schools and vocational training centers in different 
  • governorates to match graduate skills with the market needs (demand driven approach).
  • Link schools and vocational center to the industry by enhance student in-company practical 
  • training. And upgrading ministry of education systems and mechanisms supporting this link
  • Developing entrepreneurship curriculum and inject it to student study plans. In order to 
  • encourage school graduates starting new small/ micro businesses.
  • Creating schools employment units to link the graduates to market job opportunities and job 
  • guidance and concealing.
  • Upgrading current labor skills in selected industrial sectors. And create in-company training 
  • units.
  • Support the upgrading of vocation training centers and turn it to Centers of Excellence.
  • Support the establishment of new vocational technical colleges.
  • Activate Technical secondary schools training units.
  • Help in creating and piloting new Egyptian in-company Student practical training concept- 
  • and help in roll it out for Egyptian technical schools.
Qualifications:
  • Advanced degree in business, economics, or related field 
  • Minimum fifteen years of technical, management, and administrative experience 
  • Previous experience on business enabling environment or competitiveness projects preferred  Proven experience developing entrepreneurial skills or improving quality of education 
  • preferred 
  • Excellent management and interpersonal skills; proven abilities to lead a component or team 
  • strongly preferred 
  • Previous experience working on/managing components of USAID projects preferred 
  • Excellent in English required
